Japan took a step to ban illegal sites. KissAnime and kissManga are already banned. Gogoanime and other leech sites will be banned in some days. On Oct 01, all pirated sites will suffer a permanent shutdown. These sites caused a loss of almost 2.75 billion dollars to owners.
Japan publishers also sued U.s pirated sites. Publishers want to block leech sites, so they can save their billion dollars. The agency for cultural affairs exempted some options like downloading some pages from a novel containing several hundred pages or a few frames from a manga.

Japan strict copyright policy:

        Japan is updating its copyright policy making it more strict and fair for publishers. Downloading manga and anime from pirated sites will result in a penalty of 2-years jail or a fine of 2 million yen or both. The effect will take place on Jan 01.
The new law will ban pirated sites, apps, and pasting hyperlinks of pirated sites on message boards. The operator of pirated sites will suffer a penalty of 5-years jail or a fine of 5 million yen or both.
A Japanese government source said:
There’s a limit to what Japan can do on its own. International coordination and cooperation in investigations are indispensable.
A poll was taken. 90% of respondents said they will stop using pirated sites if it gets illegal.
